Located in the heart of the Prez-vers-Noréaz forest in a clearing surrounded by trees, this estate was formerly a mill powered by the Arbogne stream that runs alongside the plot. By 1980, it was well known to the people of Fribourg for having been transformed into a mini-zoo.
This site became a regional attraction for many years with its exotic animals, ponies, llamas, and an emu. Many abandoned dogs and cats also found shelter here to be cared for. The old mill collapsed, and all that remained was the old farmhouse, which housed a home and was open to the public.
Closed in 2007, a private ranch project was to see the light of day but ultimately did not come to fruition.
A building permit had been issued at that time, allowing work to begin with the interior demolition of the building. The prolonged suspension of work led to the loss of this permit.
In addition, the "Moulin-de-Prez" sector, which had been zoned as a "recreational zone" during the PAL (local development plan) in 1993, was rezoned outside the building zone during the last general revision of the commune's PAL in 2021. It is therefore in an agricultural zone, subject to the LDFR (law on rural land rights).
After lengthy administrative procedures and a local vision in May 2022 to relaunch the building permit, the cantonal services could exceptionally take action for the reconstruction of the building in the same volumes, or even a little smaller, with the same materials as those used in the original construction of the building.
A 1,400 m² plot will be divided up and exempted from the LDFR. The remainder of the plot, along with four other plots, can be acquired by a farmer.
